The purpose of the Counterintelligence Program is to deter and neutralize foreign industrial espionage or intelligence activities in the United States directed at or involving DOE programs, facilities, technology, personnel, unclassified sensitive information, proprietary information, and classified matter.

The Counterintelligence (CI) Awareness Program's purpose is to make DoD and Industry Security personnel aware of their responsibility to report unusual activities or behaviors. The CI Awareness Program also helps identify various threats from foreign intelligence entities, other illicit collectors of US defense information, and/or terrorists.
