What exactly constitutes a "Weapon of Mass Destruction?"

On May 3, 1986 a NASA Delta rocket carrying acritically-needed weather satellite failed. The rocket suffered an anomalous"command-type" shutdown of its main engine during launch and began toveer off course, causing the range safety officer to destroy it. On a networkvideo tape replay (several replays in succession), immediately after the loss ofthe rocket, this author observed that an anomalous light moved up from beneaththe rocket and struck it, seconds before the destruction. Subsequent attempts tolocate that particular videotape have met with failure. Several other personswere watching the replay with me at the time, and saw the anomalous light strikethe rocket. The light plus the "internal command surges" are stronglyindicative of time-reversed EM pulses and interferometry from a pumped phase conjugatemirror adjunct operating with an over-the-horizon tracking mode.

On July 28, 1976, a great earthquake destroyed Tangshan,China, killing some 600,000 persons. Just before the first tremor in the earlymorning, the sky lit up like daylight, with multi-hued lights seen up to 200miles away. Electrical signals were also associated with the quake. Note that,in 1912, Nikola Tesla stated in an interview that it would be possible to splitthe planet, by combining vibrations with the correct resonance of the earthitself. Tesla stated, "Within a few weeks, I could set the earth's crust intosuch a state of vibrations that it would rise and fall hundreds of feet, throwing rivers out of their beds, wrecking buildings, and practicallydestroying civilization. The principle cannot fail..." Tesla once set off agrowing local vibration and shaking of the entire neighborhood around hislaboratory, using a 10-lb. device. Tesla later improved on his concepts, callingthis area "telegeodynamics". In 1935 he said: "The rhythmicalvibrations pass through the earth with almost no loss of energy... It becomespossible to convey mechanical effects to the greatest terrestrial distances andproduce all kinds of unique effects... The invention could be used withdestructive effect in war..."

With obvious lack of knowledge of scalar EM weaponry by theWest and failure to achieve a total ban, the Soviet hawks again were able toprevail over Brezhnev and the more conservative Party leaders. The Sovietsdecided upon a massive buildup of arms, with the intention of being prepared todominate the world in a decade.

WMD are weapons of mass destruction: nuclear, biological, or chemical weapons that can cause extensive casualties. The term emerged during World War II (1939–45); the abbreviated “WMD” became part of everyday language in the late 1990s and early 2000s, as the world’s superpowers and the United Nations turned their attention to serious threats posed by rogue states and terrorists in a post Cold War society.

The Moray drawings (and related agent reports) must have beenresurrected. Nikola Tesla's notes, taken from his hotel room at his death in1943 and later turned over to Yugoslavia, must have passed into Soviet handsalso. Soviet espionage was quite successful in easing the task of developingatomic weapons. Soviet rocketry, funded and staffed massively, forged ahead, particularly in big rockets and solid propellants. The great postwar arms racewas on, so far as the Russians were concerned.
